Young peoples of Guyana cannot look onto their government for guidance when it comes to opportunity. Dr. Roopnaraine tells us that there is no evidence of the unemployment issue being addressed, or a policy put in place to confront it; being in the 2014 National Budget. In fact the government is as lost as the youth of Guyana. The government fails to create jobs for private and public sectors and fail to attract investors to the country; which can lead to more jobs. The PPC administration continue to ignore the youth and when put under the microscope, officials opt out to address the unemployment issue and highlight the various training programs offered and the few jobs given by entrepreneurs. In truth the only help young people can find from their government is the Qualfon Call Center, a project that will have 6000 jobs. A mere dent to the over growing problem of the young and unemployed.
The Solution
I think the only solution for this problem is for the young people of Guyana make the government confront the issue. They can do this in many ways, they can peacefully protest in front the Parliament Building, hard press elected officials into addressing the issue or last but not least; vote for a party that will do something about it.
Economics
The economy of Guyana is also a crippling factor of the high youth unemployment rate. In 2013, the fall of foreign exchange earnings were evident. The export of sugar went down due to production problems. Guyana's cash crop; gold, earned less due to the slide in world prices. And even though rice turned a profit, it only sufficed the government's oil expenditure. These downfalls in turn gave way to less job opportunities for the following year. Based on Guyana's Household Income and Expenditure Survey (HIES), over 44 percent of the able body population were not "economically active". If confronted, many young unemployed people will simply tell you that they are not looking for jobs because they have abandoned all hope for finding a job that is suitable to what they studied. You might think, they should take what they can get; but even the employed only earn enough to live beneath the poverty line. The only solution young Guyanese people can find, is to migrate. Over 77 percent of educated and working young people go overseas to find a job.
The Solution
An effective solution is to better educate students about the job market, which careers are plentyful and which ones are not. If young people are aware that the major they want to pursue has an uncertian future, they might choose a path that has more stability.Education
Another cause of youth unemployment rate is education. A report from CARICOM commission on Youth Development released that primary education withdrawal is at a "staggering height", with an average of 23 percent over many developing and developed countries, many of the youth drop out in order to find work; thinking they are better off working then "wasting time in school". The students who do attend class; which Guyana has a average attendance rate of 75 percent, tend to miss their teachers. The attendance rate of teachers is lower than average; which brings the bigger problem. The education sector faces a huge problem with losing trained teachers, with an average loss of 12 percent of teachers quitting; nearly half of these teachers being certified. In a three year period; over 633 certified teachers left the public education sector for various reasons. For the students who do make it passed primary, feel as if they are entangled in a web of bureaucratic programmes which produce diplomas and certificates but lead to a scarce job market and financially in debt.
The Solution
I think they should pay certify teachers more and make the job more attracted so more young people would want to join. They should give teachers more benefits and want to make them stay at there jobs instead of leaving to find work some where else. the goverment can also help by not putting so much children in one class. most teachers in Guyana have other forms of income because teaching alone can not provide.
